I have no idea what it means semi-formal.?

I go to a dinner / awards banquet tomorrow eveing at 06:00 and the dress is semi-formal. I have a lot clothes but wearing during the day - they are a bit 'short with bright designs, funky Because it what I like. But I think, for an evening that does not work? Sleeveless. Fromal's like something but not quite like a prom. its use more as a dress but a dress for a wedding.
